先不管文中观点如何了,纯粹为了写作文而写的……

“Major policy decision should always be left to politions and other government experts, who are more informed and thus have better judgement and perspective than do members of the general public.”

提纲:

1.基本同意题目观点。主要政策需要宏观考虑各方面影响。领导者更擅长全面地考虑问题,照顾各方利益。少数决策者工作效率更高。

2.General public成分复杂,利益冲突纠葛不清,难以达成一致。工作效率低。

3.决策仍要充分建立在民主信息的基础上。不能忽视少数群体的利益。

4.民众干政的途径应该是让自己作为有效信息源,把自己的意志传达给决策者。

The speaker asserts that the right to decide major policy should belongs to government leaders who are more professional in making better judgements with comprehensive information.I fundamentally agree with this statement for the truth that major policy decision calls for abundant sources of information and considering the interests of every group of people, which has a great impact on different aspects of the country.Indeed, experts have incomparable advantages in assuming this task, while the public’s mind can never be ignored in making a decision. And for public, there are better accesses for them to participate in politic activity.

There is no doubt that the effect of a bad major policy is vital to a country.That’s why the decision of major policies have always been made with great cautions. Government leaders are more informed supported by numerous experts major in different fields.The duty of a wise leader is to make a balance between different groups of people without ignoring the minority. However, general public consist of varieties of groups with different interests. Internal interest conflicts objectively exist, which is the biggest barrier for them to reach an agreement in a short time. Thus, the efficiency of public are far from as good as a government of intelligent experts. Students in a class may discuss whether to go camping or go hiking for a weekend killing two hours, but it will invite a catastrophe for all citizens to decide the diplomatic policy to another country, especially in some emergencies.

In order to be informed enough to make a balanced decision, leaders must listen to the voice of general public. It is the general public that will finally benefit or suffer from such a policy. So their interests should come first. That is the importance of general public in the process of making a decision. Nevertheless, the ultimate decision has to come from the government, who will make a optimization method counting in the minorities. In a democratic society, it is everyone’s need not only the majority’s need that should be met. But for general public, the majority are dominant to easily neglect the minority’s demand, which is actually unfair for other groups. The government can play the role of spokesman of both the majority and the
minority and make a compromise arrangement.

As pointed above, comprehensive information sources are the foundation of a good decision, and general public are not able to take the final power, thus the best way for public to participate in political activities is to take use of their influence in the process of decision making, in other words, to turn themselves into a good information source. The supervising function of public media is helpful then. To make your voice heard is the first step to let the decision maker consider your demand.Though there are thousands of experts providing demands and suggestions to the leader everyday, it is not possible for the leader to know your need if you don’t ask. As human beings, leaders themselves may also corrupt in the chase for their own interests. At this time, general public will act positively to overturn him and elect a new leader standing for their statement. One fact can never be neglect that while the decision power belongs to the leader, the power of public is even stronger.

In sum, compared with the loosely organized general public, a efficient government is more appropriate to assume the duty to make major policy decisions. However, the impact of general public should never be ignored. By actively participating in politic affairs in the method of speaking out their own demands, the real democracy will be approaching in a harmony and efficient way.

我的奋斗·外一篇

本文纪念上周。

(一)

上周让我看到了我。

高三初,余志武老师让我在班会上讲“学习经验”,我好像说了“低能耗”、“涡轮增压”以及“肾上腺素”啥的,台下很躁动,但都是实话;后来却一一被际遇讽刺了——首先,我已经承认自己不会像某些大牛那样在脑子里推公式,我需要费很多草稿纸和笔;第二,我已经多次考试没能“涡轮增压”起来;第三,靠肾上腺素过活的人,比如,我、巴尔扎克以及永日同学,迟早要“淹死在咖啡壶中”。另外,我花了好长时间才领悟到:生活不仅是考试和备考两种状态。

而上周,我做到了这三点,或许我不该在这里再标榜些什么,或许我只过了庸碌的一周,或许我还有执拗的冲动;但我确实庆幸——我看到了我,那个会用肾上腺素来涡轮增压的家伙。

我好像不止一次引过毛润之在大跃进时期的三句话——

与天奋斗,其乐无穷;

与地奋斗,其乐无穷;

与人奋斗,其乐无穷。

现在,深受其益并深受其害的我要给这三句话一个评价——这三句话不是用脑子想出来的,而是用激素想出来的,而正常人还是应该靠脑子过活。

上周,我不是靠这三句话过活的,我只用一句话——与己奋斗,其乐无穷。

因此,我被认为很忙;那好,我顺水推舟,那就很忙吧;忙起来最快乐,劳动最快乐——我没有什么尴尬的,因为我很忙;我没有什么牵挂的,因为我很忙;我没有什么想吃的,因为我很忙;我没有什么顾忌的,因为我很忙;我没有什么可忙的,因为我很忙。为什么忙?——我出道以来就没有过不劳而获;我出道以来还经常劳而不获;我出道以来还没有发展出不劳而获的智慧。不劳而获是一种智慧,人们都需要“站在巨人的肩膀上”,不劳而获无碍于道德正确,因为大家都这样干过。没有那条路规定你只能凭一己之力过去的,但强者希望试一试自己的力量;就是这样。

但这可能只是借口,或许是我从小就没有环境来接受“攫取艺术”这门课的教育,这真的是一种遗憾。“攫取”可不只是实验抄抄数据、考试时挺挺脖子这么简单;这些都有悖于道德正确,攫取的高境界是将能动的强大的外部资源玩弄于鼓掌之间,不着痕迹。但是,万一这个“外部资源”是个活生生的人呢?如果我会这项基本技能,我会活得一样好。

在我学会攫取之前,我还是装作很忙罢!

忙完一周,我到鼓楼印了几本书,再次接收(而非接受)了中肯的建议,大意又是“毋将书本当世界”一类;我要高声告诉世界、告诉母亲的是——如果人真的静下心来广义地“读书,所获定比与人攀附、玩弄权术、追逐小资的生活要大得多。

(二)

近遇一十分想考GRE的乡里人(我从不掩饰我对第一代或者第二代乡里人的轻蔑,就像我从不掩饰对医生的偏见;人生而不平等,你可以鄙视我充满偏见和不宽容;我们都是乡里人,一共有三种人,第一代、第二代和第三代乡里人,我是第三代。),他问我新G什么时候?我说不知道,我其实真的不知道,也不想知道;又问我:“班长,你什么时候考?”我说,“我不知道。”;再问:“你红宝背到哪了?”再答:“还是不知道。”进而问:“你说学英语除了考GRE还有什么用?”我说:“不知道。”

你若要自讨没趣,也可以来问一遍,我会如实作答——“不知道”。

某某在澳门。”有人说。我说:“哦,我记得他。”

某某在港中大。”有人说。我说:“哦,我记得;她从小就很优秀,奥数成绩比我高几倍,可惜读文了。”

某某去剑桥了。”有很多人说。我说:“哦,我知道;华师一的去哪不都很正常么?”

你小时候一个院子里玩得小孩要去密歇根了。有人说。我说:“哦,很好啊;应用物理还可以,不知比南大怎么样。”

某美女拿了U Penn的全奖。”一坨人上学期猛赞。我看到了她对男朋友说的几句感激的话,笑笑说:“哦,她不是一个人在战斗。”

学生物找不到工作。”某未来的“生物学者”说。我笑笑说:“我学天文的。”

我师兄在美国一个月的工资换一台苹果,两个月一辆二手车。”姐说。我心想:“我用的就是苹果,到哪都打出租车,还不用养车买油。”

如果你没有好学校的offer,你会去么?”有人问我。我说:“假如到那一天,我还有别的选择么?”“清华啊。”她说。我心中反问:我就表现的那么喜欢清华么?(去年我重访清华完全是出于对母亲辛劳的尊重)答道:“要去清华我转到强化部作甚,况且保研出国不可兼顾。”

某某去伯克莱交换了,伯克莱啊!某知道我喜欢那地方的家伙欠我。我说:“他是中科大的吧。(果然)

我要出国做研究。”某天文系人说。我说:“南非的Warner做你那个方向最好,你去跟他吧。”

林徽因好幸福啊,去过那么多地方还有个诗人和一个逻辑学家为她神魂颠倒。”某花痴说。我笑笑:“你是没希望了,人家是贵族,你至多是个小资。”

我要周游世界。”某花痴又说。我说:“找个帮你拎包的成熟绅士一起去,我暂不管。”

再回头说那乡里人,那些乡里人——我刻薄一下,你只把英文看成考G的工具;那么很遗憾,你错过了用这门语言审美的机会;你们就那么不想种地啊?对那些抱着红宝背,操着粗陋美音晨读的家伙,我也会刻薄一下:你英文就那破样子还来凑热闹。(虽然ibt一再强调accent不重要)

(三)

最后说一下,上周是以平静地回复半夜发来的一条短信息开始的。

然后我写了几句话——算是旁观么?也算吧。

Balance is born to break;

Beauty is born to vanish;

Men are born to thrive;

While God is born to decide;

But who gave birth to God?

本周是以我的理论力学论文结束的。

偏见之谈,毋以为意。

外一篇·由沈君山先生和徐遐生先生开始的一点杂谈

两位前辈都是天体物理学者,天体物理学者是他们最本质的身份。

两位前辈都是清华大学校长,这一身份却都是我不经意间发现的,他们确都是清华的校长——台湾国立清华大学校长,前者1998年卸任,后者2005年卸任。

两位前辈都从美国回来,前者从马里兰毕业;后者从麻省理工和哈佛毕业,回国前是伯克利的天物教授,美国天文学会的掌门!

我怎么知道他们的呢?

半年前我在雄楚大街崇文书城读到一本书《浮生再记》,里面谈高等教育很多,很多观点与我的相契。买回细读,发现作者竟是大名鼎鼎的“台湾四公子”之一(另外的三个是钱复、连战和陈履平(?))的沈君山。然后发现他竟然是学天文的,然后发现他竟然很有风格,然后发现他曾是清大(“清大”以与顾秉林领衔的“清华”区分)的校长,然后发现杨先生与翁帆订婚居然几乎是最先告诉他的,然后发现他和李远哲、吴大猷等一帮牛人交情莫逆,然后发现他“有很多女朋友”。当然,他是典型的太子党。但他还极关注两岸关系,是个入世的学者。当然他最近又中风了,我想跟他读天文去清大算是没指望了。
